Awareness Campaign and Road Traffic Law Enforcement
“Safety Helmet Wearing In
- My Respect to Your Excellency and the Chairs!

- And Your Excellency, Ladies and Gentlemen within this Press Conference.
On behalf of H.E General Commissioner of National Police and on behalf of myself, I am glade to warmly welcome the support to make this Press Conference on Awareness Campaign and Road Traffic Law Enforcement “Safety Helmet Wearing In Phnom Penh” possible.
Yesterday, National Road Safety Committee organized a workshop on Helmet Standard presided by H.E Savoeun KHAN, Secretary of State of Ministry of Interior with the involvement from senior representatives of Ministry of Public Works and Transport and Ministry of Industry, Mine and Energy. It was focused on compulsory of requirement and assurance of Helmet Standard for motorbike and motor tricycle riders.
It has been seen that transportation means and all types of vehicle have increased dramatically, particularly motorcycle and motor tricycle with an estimation of more than 500.000 or 80% of road transportation means. The road crash remains increased noticeably causing more than 4 died and other 70 injured daily, or equal to 17.8% of fatality per 10.000 registered vehicles. It is the highest rate in ASEAN region. Motor cycle or motor tricycle account for the highest rate, 63% fatalities, 75% casualties and 40% head injury.
After the road traffic law came into effect in September 2007, the relevant ministries such as Ministry of Public Works and Transport and Ministry of Interior have enforced it actively. General Commissariat of National Police has conducted a pilot enforcement within 5 provinces,
General Commissariat of National Police has developed a realistic plan to promote and strengthen the safety helmet wearing enforcement as the following:
1. Educate the public the importance of wearing a helmet and the positive impact of wearing a helmet while riding;
2. Encourage all national polices to be the models on helmet wearing;
3. Order the police force to act as both traffic law educator and traffic law enforcers by fining in a consistent manner.
However, the even though the plan and measures have been developed, the enforcement has not been yet accomplished effectively and bring about satisfactory. It is due the following challenges:
1. It is conflict with the habit, inconvenient to turn the head and difficult to keep.
2. The education and awareness on importance or wearing helmet and the consequence of not wearing helmet is not broadly made.
3. We lack of financial support.
4. Civil servants and armed force have not yet act as a model on helmet wearing.
5. There is the absence of forcing and fining on those riders who do not wearing helmet.
Regarding the road traffic law, article 9 should be taken for re-consideration. It requires only the riders to wear the helmets, but it is obviously seen that most of the passengers also have head injury or even more than the riders. If we look at traffic law, the police are not permitted to force the passengers to wear helmets.
Conclusion:
General Commissariat of National Police has decided and determined that in January 1st, 2009 will be date when the police start checking and fining those riders who do not wearing helmet. This action will be taken in an active manner till all riders have the habit of wearing helmets.
At the same time, General Commissariat of National Police will be enforcing other article as well such as: number plate, riding license, over loading, rear vision mirror and not respecting the traffic signs … etc since they are the main causes leading to traffic congestion and serious collision.
At last, on behalf of General Commissariat of National Police, I would like to solemnly announce that I take action to enforce the law effectively in order to reduce road crash, aligning the policy of the government. .

To effectively promote the helmet wearing enforcement nationwide, the NRSC in collaboration from HIB and GRSP is running a public awareness campaign in
- Benefits of helmet wearing;
- Correct way to wear helmets
- Promote the habit of helmet wearing for for self safety; and
- Respect of traffic law
To further encourage students to wear helmets, the NRSC will also subsidize 2,000 helmets to students in 4 secondary schools in
Furthermore, the education campaign will be closely linked to helmet wearing enforcement. Enforcing this component of the traffic law is a priority of the national traffic police and critical in reducing head trauma related to motorcycle accidents. The national traffic police have committed to enforcing the law in January 2009. To assist the Ministry of Interior and National Traffic Police to adequately prepare for these measures, HIB and GRSP have provided technical support to develop helmet enforcement strategies, as well as training on practical helmet enforcement procedures.

According to Road Traffic Accident and Victim Information System (RTAVIS) report, during the seven-day Pchum Ben travel period in 2007, 48 people died and 889 others were injured by road crashes in
The report highlights that 45% of all casualties during Pchum Ben were involved in speed-related crashes, followed by dangerous overtaking at 19%, and drink-driving at 14%. Low helmet wearing rates also account for the high percentage of head trauma casualties during the Festival’s travel period. 39% percent of motorbike users suffered head injuries in crashes; 96% of those were not wearing helmets. National roads are particularly deadly with the increased volume of traffic. National Roads #5 and #6 in particular have the highest accident and casualty rates over Pchum Ben 2007.
The seven-day Pchum Ben travel period for 2008 runs from Friday September 26th to Thursday October 2nd, 2008.

Cambodia Road Traffic Accident and Victim Information System (RTAVIS) report covering the month of June 2008. Here is a summary of the June results:
- A provisional number of 1,777 casualties were reported by the participating hospitals, health centres, private clinics and traffic police departments in the 24 reporting provinces. Among them, 534 were severely injured and 98 died.
- In
- Motorbikes’ users account for the largest majority of casualties (79%), followed by pedestrians and bicyclists.
- 67% of fatalities were motorbike’s rider, whereas 2% of them wore a helmet.
- In comparison between the first semester of 2008 and 2007:

The content of our road traffic law needs a good operator to realize the goal of the law. The law enforcement is a factor to deciding on the fate of traffic safety in the country, namely the fate of people and nation as whole. We all have to keep in mind that our people are calling us and waiting for our help. Based on the plan on road traffic law which will be enforce in near future, all operators should have virtue, morality, professional integrity, and adhere to the strictness, truth, and justice, and have a high level of understanding about the law, skills, and technique, have a good cooperation with all national and international institutions, encourage the enforcement of new law with transparency in a bid to minimize offenses and traffic accidents and keep good public orders.
In fact, during the implementation of the plan, we will be faced with new obstacles which will occur eventually, and hence we are supposed to use problem-solving skills such as flexibility and coordination to avert deadlock and urge the plan to proceed according to the set goal. Meanwhile, we have to review and improve some deficiencies on a timely manner and draw up experience on a regular basis in order to increase vigilance.
Through the workshop, I hope that the mental development will further increase trainees’ capacity so that they can take all responsibilities.
The Ministry of Interior will continue to successfully implement the high recommendation of Prime Minister Hun Sen by enhancing the cooperation with national and international communities to seek mental and physical resources and encourage the enforcement of road traffic law more effectively.
The Ministry of Interior would like to highly evaluate and praise HIB for putting mental and physical strengths into traffic safety sector and also would like to thank GRSP for having provided safety helmets and organized the workshop.
I would like to welcome the fruitful results of the workshop and would say that all trainees will use the knowledge gained from the workshop and my recommendations to disseminate to others on a responsible and effective manner.
Finally, I would like to close the workshop on road traffic law enforcement from now on. and bless His Excellencies, Ladies and Gentlemen with four Buddhist wishes: Longevity, Complexion, Good Health, Strength and Invincibility.
Development of National Traffic Law Enforcement Action Plan
To reduce road accidents, injuries and deaths, the Royal Government of Cambodia passed a landmark road traffic law in December 2006 which came into force in September 2007. Now, to improve the effectiveness of traffic law enforcement nationwide, the Ministry of Interior, and the National Police Commissariat in partnership with Handicap International Belgium and Global Road Safety Partnership are conducting two workshops from august 27-29th, 2008 aimed at developing a national traffic law enforcement strategy and action plan.
The goals of the three-day workshop are:
· To ensure high-level national police support for the strengthening of traffic law enforcement;
· To comprehend and identify effective strategic approaches, plans and operations to traffic policing in Cambodia and develop a national enforcement action plan;
· To train traffic police officers on traffic law enforcement and good practice policing methods focused on reducing road fatalities.
Participants will include members of the Ministry of Interior, National Police Commissariat, Traffic Police, National Road Safety Committee, Land Transport Department, Ministry of Justice as well as concerned non-governmental organizations and private companies. The workshop will be facilitated by international police experts from Australia with extensive experience working with national police throughout Asia.
The national traffic law enforcement strategy and action plan will aim to set enforcement objectives, priorities, actions and timelines for the traffic police, and provide the basis for operational police trainings and resource procurement.
A key focus will be on developing and prioritizing enforcement strategies and measures that target proven accident and casualty risks such as non-helmet wearing, speeding, drink-driving, non-seatbelt wearing and overloading.
It is expected that following the approval of the national traffic law enforcement strategy and action plan by the Ministry of Interior, training programmes will be set up in late 2008 by the National Traffic Police targeting specific traffic offences as defined and prioritized in the enforcement action plan.
Cambodia Road Traffic Accident and Victim Information System (RTAVIS) report May 2008. Here is a summary of the May results:
- A provisional number of 1,663 casualties were reported by the participating hospitals, health centres, private clinics and traffic police departments in the 24 reporting provinces. Among them, 479 were severely injured and 117 died. The number of fatalities has increased by 22% compared to May 2007.
- In
- 49% of casualties were due to speeding, while another 15% were dangerous overtaking and follow by alcohol abuse (12%).
- Pedestrians represent 15% of fatalities, while they represent only 8% of casualties.
- 22% of pedestrian casualties aged between 5 and 9 years old.
- 75% of fatalities suffered from head injuries.
- The number of fatalities on all Asian Highways decreased 27% compared to the previous month.
